			<content:encoded><![CDATA[<p><span style="color: #000000;">Mississippi Highway Patrol (MHP) Major Rusty Barnes, 48, today was named Director of the Mississippi Office of Homeland Security (MOHS). He is a 25½ year veteran of MHP and his most recent assignments have been the Patrol’s Central Region Commander of the Mississippi Bureau of Investigation and the statewide Emergency Operations Coordinator. Major Barnes has a degree in public administration from the University of Mississippi and is a native of Corinth and now resides in Rankin County.<strong></strong></span></p>
<p><span style="color: #000000;">MOHS was established in April 2004 and has since distributed more than $200 million of federal grants to city, county and state emergency responders. The MOHS is vital to the protection of Mississippi and its critical assets. The MOHS establishes, trains, and equips strategically placed statewide response teams capable of responding to terrorist incidents and natural disasters. The MOHS is also responsible for critical asset identification, standardized incident response and over-seeing the state’s fusion center—The Mississippi Analysis and Information Center.</span></p>

			<content:encoded><![CDATA[<p><span style="color: #000000;">Natchez resident Justin Tyler Harrigill of 72 Linden Drive was shot after he pulled a handgun on officers. At about 10:30 p.m., Harrigill was involved in a single-vehicle crash on I-55 south approximately one mile south of Crystal Springs. The wreck was discovered by a state trooper and Harrigill, 25, became uncooperative. The trooper called for assistance and additional troopers, officers of the Crystal Springs Police Department, along with personnel from the Crystal Springs Fire Department and emergency medical responders from Hardy Wilson Hospital responded to the scene. Harrigill was combative and troopers attempted to use nonlethal measures to contain Harrigill, which had no effect on the subject. Harrigill then produced a handgun and fired it at the officers. The officers returned fire and killed Harrigill.</span></p>

			<content:encoded><![CDATA[<p><span style="color: #000000;">Agents of the Mississippi Bureau of Investigation arrested 46-year-old James Alan Penn, who is wanted by authorities in Bonner Springs, Kansas. Penn was arrested yesterday (April 18<sup>th</sup>) at approximately 3:30 p.m. at a home on Sixth Avenue in Magee, Mississippi. He was taken into custody and is being held on a three-count arrest warrant. Penn is charged with the molestation of three children ages nine and under. </span><span style="color: #000000;">“We developed information regarding Penn’s whereabouts and were able to locate the suspect in Magee,” MBI Director Lt. Col. Larry Waggoner said. “Agents took the suspect into custody without incident and he is awaiting extradition to Bonner Springs, Kansas.”</span></p>
<p><span style="color: #000000;">Penn is currently being held at the Magee city jail awaiting extradition to Bonner Springs, Kansas, where he will be held on $1 million bond. The alleged molestation occurred between September 2012 and February 2013.</span></p>
<p><span style="font-size: medium;"><span style="font-family: Times New Roman;"><span style="color: #000000;"> MBI worked the case with the assistance of the Magee Police Department.</span></span></span></p>

			<content:encoded><![CDATA[<p><span style="color: #000000;">In 1988 while in law school at Ole Miss, Mississippi House Speaker Philip Gunn lost his parents and younger sister to a drunk driver. Speaker Gunn says his entire, immediate family was taken in one moment.</span></p>
<p><span style="color: #000000;">“Since that time, the loss has become especially poignant during the holidays,” Gunn said. “I remember the first year after they died, at dinner, looking for a special dish my mother used to make and it wasn’t there. I kept searching for it and then I realized that dish isn’t here because my mother isn’t here. And that feeling grew as I had children.”</span></p>
<p><span style="color: #000000;">Today, public safety officials announced their participation in this year’s “Drive Sober or Get Pulled Over” campaign. The federally-funded, national initiative will put an additional 285 troopers on the road during the Christmas/New Year’s Holiday. </span></p>
<p><span style="color: #000000;">“This is the tenth year Mississippi has participated in the campaign,” Public Safety Commissioner Albert Santa Cruz said. “Last year, there was an average of 81 DUI arrests every day, of those, more than 1,800 were under the age of 21.”</span></p>
<p><span style="color: #000000;">Over the past 12 years, there has been an average of about 30,000 DUI arrests in Mississippi each year.</span></p>
<p><span style="color: #000000;">“This year the federal government has awarded Mississippi more than $105,000 to put additional troopers on the roads and we will be out in force to make sure motorists abide by the rules of the road,” MHP Director Colonel Donnell Berry said.</span></p>
<p><span style="color: #000000;">The Christmas Holiday period begins Friday, December 21<sup>st</sup> at 6:00 p.m. and will continue to midnight Christmas night. MHP will have 117 extra troopers on patrol during that time and plans to use check points and rolling patrols to encourage motorists to follow the law while traveling.</span></p>
<p><span style="color: #000000;">“This is not about writing tickets, it is about saving lives,” Colonel Berry added. “We want everyone to have a safe and enjoyable Christmas.”</span></p>
<p><span style="color: #000000;">The New Year’s Holiday period will begin Friday, December 28<sup>th</sup> and continues until midnight January 1, 2013.</span></p>

<p><span style="color: #000000;">Fine: $600 &#8211; $1,500, no less than five days in jail and up to one year of imprisonment, driver’s license suspended for two years, 10 hours of community service.</span></p>

			<content:encoded><![CDATA[<p>Agents of the Mississippi Bureau of Investigation (MBI) and Bolivar County Deputies have arrested 23-year-old Rodney Shelton Fulgham of Bolivar County. Fulgham is being held on a felony vehicular homicide charge in the Bolivar County Jail awaiting his initial appearance.</p>
<p>The charge is the result of an investigation by MBI, the Bolivar County Sheriff’s Department and the Mississippi Highway Patrol.</p>
<p>Shelby Harmon, 20, was struck and killed as she walked along US 61 near the Boyle community at approximately 5:30 a.m., Saturday, October 20<sup>th</sup>.</p>
<p>“Our agents, deputies of the Bolivar County Sheriff’s Department, MHP’s crash reconstructionists and forensic scientists of the Mississippi Crime Laboratory have worked tirelessly to reach this point of the investigation,” MBI Director Lt. Col. Larry Waggoner said. “Investigators working closely with the District Attorney and after presenting evidence and test results from the lab, an arrest warrant was issued and Fulgham was taken into custody.”</p>

She has been charged in connection with a murder-for-hire scheme. Newman hired a hit man as part of a plot to have her husband killed.</span></p>
<p><span style="color: #000000;">“Our agents from the New Albany District developed information about the scheme and arrested Newman about 4:00 p.m. Wednesday, October 17<sup>th</sup> in Tupelo,” MBI Director Lt. Colonel Larry Waggoner said.</span></p>
<p><span style="font-size: medium;"><span style="font-family: Times New Roman;"><span style="color: #000000;"> Newman has been charged with conspiracy to commit murder and is being held in the Lee County Detention center on $1,000,000 bond.</span></span></span></p>

			<content:encoded><![CDATA[<p>The Mississippi Bureau of Investigation is assisting the Attala County Sheriff’s Department with efforts to find an Auburn, Alabama man whose been missing since September 25<sup>th</sup>.  Twenty-year-old Nicholas Jones is described as a white male, 6 feet, two inches tall, weighing 200 pounds with hazel eyes and brown hair. He was last seen in Attala County wearing khaki pants, a white t-shirt and white tennis shoes. Jones lives in the 300 block of Brookwood Drive in Auburn, Alabama.</p>
<p>Jones was last seen walking west on MS14 about 10:00 p.m., Tuesday, September 25<sup>th</sup>. Area residents notified Sheriff’s Deputies of the location of Jones’ silver 1999 Chevrolet Blazer on Attala County Road 5201 three days later.</p>
<p><span style="font-size: small;"><span style="font-family: Times New Roman;">During the course of the investigation, it has been determined that Jones may be using the alias of Jobe Williams.
